easier to host our own mirror snapshot.

Improve the reproducible build process.

* Moved stuff into it's own `reproducible-builds` directory.
* Improved reproducible build by using a debian snapshot and more clearly listing dependencies.
* Removed signing from assembleReelase.
* Updated README.
